Restricts recorded-message robocalls used for polls, information gathering, or advertising. Unless an exemption applies (for example, existing customers, debt collection, school absence calls, or return calls), the called person must consent, the message must identify the caller and a staffed number, and calls must avoid random or sequential dialing, unlisted numbers, emergency facilities, and late hours.

What a privacy notice must say
- The recorded message must state the caller's name and a telephone number, answered personally during office hours, within the first 25 seconds and at the end.KRS 367.461(2)(b)
- Written consent forms must clearly state their purpose and effect and how to withdraw; keep consent records for the two-year validity period and make them available to the Attorney General on 24 hours' notice.KRS 367.463(2)
